Here are some excerpts from our projects in the public sector in recent years.

Standardized project management

Mandate scope

Conducting the analysis phase to develop a performance description for the public tender aimed at introducing a standardized, system-based project management procedure.

Initial situation

The StMD is a heterogeneous project landscape and has set few standards for work in the projects. The procedure for managing the projects is almost exclusively the responsibility of the respective project management. In order to be able to process requests for individual projects more quickly and to get a better overview of the projects and their status at the management level, the StMD wants to introduce a standardized PM, which will be supported by a PM tool. This project is intended to be professionally supervised and is therefore officially announced.

Solution approach

In order to be able to write the project accurately, the current status of the current PM and the requirements and needs for a future, standardized PM at the project and multi-project level had to be recorded in detail. For this purpose, a series of expert interviews with StMD stakeholders were conducted and the results were summarized and validated in a multi-day workshop. Furthermore, a detailed analysis of possible PM tools was prepared based on the requirements (technical and content).

Results

The results of the analysis phase were summarized in the form of a performance description, which serves as the basis for an official tendering of the subsequent phases of implementation of the new PM structures. In addition, a priority shortlist of possible PM tools has been created, based on which the StMD tools are selected for the piloting phase. A detailed documentation containing the procedure and further results of the analysis phase was prepared as a basis for the following phases of the introduction.

Our contribution

In the context of the expert interviews and the workshop, we were able to support LEITWERK specifically with our methodology and moderation expertise. We were also able to draw a realistic picture of the status quo and the target image, which will be relevant for the implementation of the following phases. In addition, LEITWERK has succeeded in raising awareness of the importance of involving all stakeholders and showing that the introduction of a PM tool includes not only technical but above all also change management aspects.

Standardized approach to concept development

Mandate scope

Establishment of a unified approach to conceptual formulation for a German university.

Initial situation

A department of established German universities faced the challenge of developing a unified standard for the creation of concepts. To date, there has been no unified approach to conceptual formulation across universities. It was therefore unclear what steps should be taken in order to be able to present a complete concept and the quality of the results was subject to great fluctuations. Moreover, the voting effort was unnecessarily high.

Solution approach

In order to document and implement future projects in a consistent manner, a generic template for conceptual formulation has been developed. This should create a common understanding and reduce the time spent on conceptual development. At the same time, a target group-specific description of the procedure and a selection of relevant methods ensures that the concepts meet high quality standards and receive all relevant information.

Results

A generic guide for conceptual improvement has been developed. The guide is structured iteratively, thus enabling all relevant information to be queried step by step and decisions to be made at the right time. In addition, useful methods and tools have been integrated to provide adequate assistance to employees in the implementation of classical, agile and/or hybrid projects and the creation of their respective concepts.

Our contribution

The LEITWERK consultants, through their comprehensive technical and methodological know-how in project management, were able to develop a generic, pragmatically applicable guide for conceptual formulation in practice. From the extensive project experience, suitable methodologies have been selected and integrated into the guide.

StMELF (Storm Damage Management)

Mandate scope

Development, implementation and communication of a chronological pattern plan and action instructions for the successful management of storm damage events for ministries, offices and affected districts.

Initial situation

In the case of storm damage events, a wide range of actors from the ministry, offices and associations are required to act quickly and thoughtfully. Until now, there has been no binding process that records this action, checklists serve only as a recommendation for action. In order to prevent the somewhat serious consequences of wrong decisions and misunderstood communication, a binding model road map should be drawn up in the case of storm damage.

Solution approach

As part of a comprehensive workshop series, relevant information was collected together with participants from different institutions. Based on these findings, a binding, chronological pattern plan for the successful management of storm damage has been developed. In addition, a communication strategy and concrete action instructions were developed for the affected actors in the event of a storm damage.

Results

In order to manage a storm damage event successfully, a manual consisting of chronological pattern schedule, process briefings, communication strategy and communication templates for the ministry and offices has been prepared. For associations concerned and the general public, flyers have been prepared to summarize the model road map.

Our contribution

With the help of comprehensive and interactive workshop concepts, the status quo was quickly captured and an initial version of the sample schedule was created. By proactively resolving potential and existing conflicts between stakeholders, a large acceptance of active cooperation in the further development of the model roadmap was created. At the same time, it was possible to generate a high incentive among stakeholders to use the sample schedule independently in the future.

Restructuring within the state capital Munich

Mandate scope

In this project, we were tasked with overseeing the restructuring of the City of Munich's Tourism, Events, and Hospitality department.

Initial situation

In addition to the re-establishment of the business department, the changes in the framework conditions caused by the Coronoa crisis are the cause of the project. This has sustainably changed tourism and led to a limited staffing situation. In addition, new fields of work – in urban marketing, digitization, new market development (MICE) and suburban application – require clear business responsibilities.

Solution approach

An analysis of the need for action was carried out on the basis of interviews and existing documentation. In addition, a comprehensive working model was conceived and introduced and a customer-specific organizational structure was derived, respecting specific administrative frameworks.

Results

The optimized organizational structure including the content delimitation of the departments, as well as the established working model, increased transparency within the entire business area, clearly clarified responsibilities, synergies between departments used and interfaces (internal / external) designed efficiently.

Our contribution

Thanks to the expertise of the LEITWERK consultants in the fields of process registration, ISO certification and the SAFe framework, a state-of-the-art process model was developed and established. This brought a significant added value in the preparation of the intended ISO certification.
